Krems-seminar-May-08-group
The first seminar on E-Voting at the "Danube-University Krems" has taken place from the 26th until the 27th of May 2008. It was our pilot seminar which was held by Robert Krimmer on the current status of electronic voting. Further seminars in English and German language are planned.

The next seminar will be held in German from the 30th of June until the 1st of July 2008, also in the wonderful landscape of “Wachau” near Krems. The area has been given the UNESCO world heritage status in the year 2000. The Wachau is an amazing landscape with the Danube river winding its way through hills covered with vineyards, ancient castles and romantic ruins.

This fabulous setting was just right to accommodate the thirteen participants from Belgium, Bulgaria, France, Latvia, Lithuania, Switzerland, and Austria. The mix of their special fields was as varied as the venue ranging from experts on Austrian electoral law, over members of electoral commissions to consultants.
The two day seminar was divided into four sessions:

Day one:
Module 1: Giving an overview over the development of democracy & legal basics.

Module 2: Dealing with electoral engineering & process modelling of voting processes.

Module 3, part 1: Addressing the Technological Challenges of E-Voting.

An-evening-at-a-typical-Austrian-Heurigen
After the first day fully packed with information the whole group visited a “Heurigen” which is a typical Austrian wine tavern serving only self made wine and regional food specialities. The evening lasted long and was the unofficial highlight of the seminar for everybody.

Day two:
The second day started with an excursion to Austrian electoral law and it’s latest amendment, which has flattened out the way for E-Voting even further. We had two designated experts in this field from the Austrian Ministry of Interior, Mr. Robert Stein and Mr. Gregor Wenda, who held a one hour speech on the topic and answered questions.

Module 3, part 2: Referring to the different types of E-Voting machines.

Module 4: Was finally dealing with remote E-Voting & election observation.

During the fourth module we also had two very interesting stand-up-speeches by our colleagues Henry Snyers from Belgium and Louis Sarrazin from France with their first hand experiences with E-Voting, which contributed much to the seminar.

The feedback from the participants of this seminar was consistently positive, but we will also consider improving some topics in order to further provide and improve a high class course to this evolving field of knowledge.

Due to high interest in the Seminar "Information Technology in the Electoral Process" we now also offer it in german.


Electronic Voting wird von vielen als die Zukunft des Wählens betrachtet. Daher findet heute eine ernsthafte Diskussion in der Öffentlichkeit statt, unter bestimmten sicherheitstechnischen Voraussetzungen E-Voting als zusätzliche Möglichkeit der Stimmabgabe einzuführen.

Um eine Richtschnur in dieser kontrovers geführten Diskussion zu geben, bietet das Kompetenzzentrum für Elektronische Wahlen und Partizipation nun in deutscher Sprache ein Seminar zum Thema „E-Voting: IT im Wahlprozess“ an. Dieses findet in Kooperation mit der Donau-Universität Krems von 30. Juni bis 1. Juli 2008 in Krems statt.

Das Seminar vermittelt politisch interessierten Menschen, im Speziellen Mitarbeitern der öffentlichen Verwaltung und des öffentlichen Dienstes, ein umfassendes Basiswissen über die Verwendung von modernen Informationstechnologien in Wahlprozessen.

Modul 1: Rechtliche Grundlagen und historische Entwicklung

Modul 2: Abläufe von Wahlprozessen und Design einer Wahl

Modul 3: Technische Herausforderungen bei elektronischen Wahlen

Modul 4: Verwendung von E-Voting unter besonderer Berücksichtigung der Wahlbeobachtung

Ziel des Seminars ist es den Teilnehmern einen fundierten Überblick über die aktuellen Entwicklungen zu geben und so ihre Fachkompetenz in diesem Themenbereich, der in schnellem Wandel begriffen ist, auszubauen.

Krems-Seminar

Electronic Voting is part of the future of voting. While e-voting systems are partly in use since the 1960s, nowadays there is a serious public debate over the introduction of E-Voting as an extension of the conventional voting channels.

To provide a guideline in this controversial discussion E-Voting.CC offers a two-day Seminar on “Information Technology in the Electoral Process” in cooperation with the Danube University in Krems. It will take place on the 26th & 27th of May 2008 in Krems, Austria.

The Seminar addresses employees of public administration and public service, politically engaged persons, and people with general interest in recent developments of e-voting. The target of the Seminar is to give the participants a profound understanding on the ongoing developments in order to improve their professional skills in this constantly developing field.

Module 1: Understanding of legal basics and electoral engineering.

Module 2: Workflow & election design, comparison of European, national and local legal fundamentals.

Module 3: Technological challenges of electronic elections.

Module 4: Implementing E-Voting, technical aspects, election observation of electronic voting processes.
